Reason of discussion

Recently, for the development of airports and other aviation projects in the country, the Ministry of Civil Aviation has proposed to create a simple regulatory framework. Under this, discussions have also been initiated on aviation and environmentally friendly initiatives in the aviation sector. In this regard, the Ministry has also invited people's opinions on the white paper issued under the name 'National Green Aviation Policy'.

INTRODUCTION

'National Green Aviation Policy' is a new initiative launched by the government in light of global warming. This policy emphasizes the promotion of green and sustainable development keeping in view environmental protection. This policy also confirms the United Nations' sustainable development goal (SDG) 2030 UNFCCC.

Significantly, India is one of the fastest growing domestic aviation markets, which has the potential to become the world's third largest air passenger market in the next 10 years. It is known that air transport has adequate social and economic benefits but it also has a local and global impact on the environment. It is known that for nearly five decades, air transport has provided significant benefits. It has provided prosperity, business growth and tourism opportunities under the concept of liberalization, privatization, and globalization. At present, air transport has become a largely economically important business, in which manufacturers and operators of suppliers, airports and air traffic control systems are included.

At the same time, the relative importance of environmental issues in the aviation sector has also increased significantly. Actually, the complexity of the problems associated with aviation has increased greatly. It is notable that as the number of pilgrims has increased, the use of jet fuel for aviation fuel has also increased, which has led to an increase in greenhouse gas (GHG) emissions. Consequently, the risk of climate systems being volatile has also increased.

What is green aviation?

According to NASA, noise management from green aviation, improving aircraft fuel efficiency and better air traffic can be strengthened. Green aviation will reduce the emissions of greenhouse gases, which will have less effect on these gases on the environment. Carbonless air transport will be ensured under green aviation and new technologies and engineering processes will be developed.

Key points related to National Green Aviation Policy

·         Directorate General of Civil Aviation (DGCA) will work with other government agencies to make the commercial operation of the aircraft practical by bio jet fuel.

·         Apart from this, the DGCA will assess the emissions in all aviation sources and see what their contribution is in the quality of local air and whether their impact is in line with the local air quality regulations.

·         The Ministry will also formulate a favorable regulatory framework that will grant approval for the development or extension of various aviation projects and new airports.

·         There will be a special provision for this, where DGCA will work with the pollution control board, the Environment Ministry, the Central and State Government units, keeping in mind the environmental interests and accelerate the activities related to the development of the aviation sector.



What is DGCA

The Ministry of Civil Aviation of the Government of India is the nodal authority, responsible for creating national policies and programs for its development and regulation. Expansion of its functions is also to supervise the airport facilities, air traffic services and movement of goods. Under the Ministry, two separate organizations monitor and regulate the area. They are-

  • Directorate General of Civil Aviation (DGCA) and
  • Civil Aviation Security Bureau (BCAS)

Why national green aviation policy is needed..

2- Environmental issues related to the airport.
 

Airlines Environmental Issues: Airlines emit pollutants in the atmosphere, mainly containing greenhouse gases such as carbon dioxide, nitrous oxide, which are playing a key role in global warming...

Airport Environmental Issues: Pollution in airports plays a key role in environmental degradation. The main role of these pollutants is Ground Access Vehicles (GAV) and Ground Support Equipments (GSE).

Noise is also another issue at airports, which is presenting a continuous challenge for personal and community health. Additional noise sources include vehicle traffic, aircraft, industry, and workplace, etc...

Potential benefits of national green aviation policy

  • National Green Aviation Policy will try to develop the continuous Indian aviation industry. It will work with Directorate General of Civil Aviation, Environment, Forest and Climate Change and Industry and Shareholders for the development of an appropriate action plan.
  • Green Aviation Policy will strengthen energy conservation, continuous convergence, emission measurement, and information transmission, training and awareness guidelines.
  • The current policy will coordinate with the International Civil Aviation Organization to try to limit the emission of carbon dioxide emissions in Indian aviation subject to the provisions and principles of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.
  • Under the said policy, the airport will encourage the collaborative decision-making process to reduce the chaos in land and sky.
  • According to this policy, ground handling vehicles will use alternative fuels which can provide significant local air quality (LAQ) emissions benefits compared to petrol and diesel equipment. These include LPG / CNG vehicles, low emission vehicles (LEVs), hydrogen vehicles and electronic vehicles.
  • Airports will be encouraged to use fixed ground electrical power (FGEP) and pre-conditioned air (PCA) units. At the same time, the airlines will be encouraged to use single engine taxing and dispatch towing...
